The Instant Payments Regulation, which entered into force on 9 October 2025, brings a higher pace of payments, as well as more transparency and security. In order to increase security and prevent or reduce the possibility of abuse, a verification-of-payee service (VoP) has been introduced, which can be used by all payers free of charge, as well as a possibility of setting a daily and/or transaction limit for making instant payments.

Instant Payment

Instant Payment is a credit transfer that takes up to 10 seconds to complete. Those payments are made 24/7/365, for all domestic and cross-border payments in EUR (in the SEPA area).

Verifying the match between the name and the IBAN code of the payee (VoP – Verification of Payee) for greater payment security

When entering a payment order in EUR, the payer's bank will verify the IBAN code and the name or title of the payee with the bank of the payee.

Limits

The system benefits from additional security in the form of limits for instant payments, which can be set as a daily limit and/or a transaction limit.

Instant payments

What does "instant payment" mean?
Instant payments are made 24/7/365. Instant payments are domestic or cross-border payments in EUR. Each individual instant payment must be made or declined in a matter of seconds. The funds must be immediately available to the payee. Instant payment is only made as a non-cash payment.
What is the difference between an instant payment and a regular payment order?
With instant payments, the payer must receive feedback within 10 seconds on whether their payment was successful or not. If the payment order is not created during the execution of the payment, the payment order is rejected, the funds are returned to the bank account, and the payment order must be resent.

The customer can always decide whether to make an instant payment or a regular payment. When entering a payment/package, the customer can also decide whether they want the payment to be made as an instant payment (by marking the appropriate field) or not.

An "ordinary" payment order, i.e. the common UPN, is made on each working day of the week. The order is executed in accordance with the payment service schedule.

Can the payer decide whether they wish to make an instant payment?
Yes, instant payment is only made at the request of the payer.
Do instant payments cost more?
No, the price is the same as for the regular payment orders.
When does the 10-second deadline start?
When the payment receives a "time stamp". This means that the payment is confirmed or accepted by the bank and meets all the criteria for being processed in the payment system.
How will I (as a payer) know if a payment has been made successfully?
After signing or confirming the order, a notification about the payment status – i.e. the funds have been made available to the payee, the transaction has been rejected, or the final status is still unknown – will appear on your screen within 10 seconds.
Where can I submit my instant payment?
Instant payments can be made in a digital bank and at the bank or post office counter.
How can I make an instant payment in a digital bank?
If you are a natural person, please check the rules for making instant payments at https://www.otpbanka.si/bnk-pomoc-placila.

If you are a legal entity, please check the rules for making instant payments in the eBank@Net com | OTP banka tab.
Can I opt for an instant payment if I am paying in cash?
No, instant payment can only be made as a non-cash payment, i.e. by paying through your bank account.
Which are the mechanisms used to prevent potential abuse?
In order to prevent or reduce the possibility of abuse, a verification-of-payee service (VoP) is being introduced, which can be used by all payers free of charge, as well as a possibility of setting a daily and/or transaction limit for instant payments. With the introduction of instant payments, the bank will also maintain all fraud prevention controls that have been implemented so far.

VoP – Verification of payee

What does it mean to verify the match between the name and the IBAN code of the payee (VoP – Verification of Payee)?
For all domestic and cross-border credit payments in EUR, the payer's bank will verify the IBAN code and the name or title of the payee with the bank of the payee. When a customer enters an order in their digital bank, a verification will be made before the order is submitted, in order to verify whether the data about the recipient's name (checking whether the entered name matches with the name in the register) and the bank account number match.
Will the payer receive a notification if the data doesn't match?
If the data does not match, the payer will receive a warning that there is a possibility of a wrong transaction exists if they decide to continue with the payment without changing anything. The payer will be able to either decide and confirm that the payment can still be made using the original data, correct the data, or cancel the payment.

Possible answers regarding the match between the name and the IBAN code of the payee are:
  • A match – the name of the payee matches the account number (IBAN) entered
  • A partial match – the name of the payee partially matches the entered account number (IBAN) (the correct name or name and surname of the payee is displayed).
  • Not a match – the name of the payee does not match the account number (IBAN) entered. Please check the correct name and account number with the payee.
  • Verification not possible – the verification of the recipient for the IBAN specified cannot be made. Before executing the order, contact the recipient and check the correct name or name and surname, as well as the IBAN; in addition, the user will also see a warning that there is a possibility of transferring the funds to the wrong payee if they continue with the payment without making any changes.
  • The payee's service is currently unavailable – the verification failes. It is currently not possible to verify the payment recipient. Please try again later.
What should I do if I receive a mismatch (wrong name) notification?
If you are the payer:
  • Please check the name of the payee with the payee, correct the input, and complete the payment. Save your changes to templates.
  • You can decide to proceed with the payment, but you risk transferring the funds to the incorrect recipient.

If you are the payee and the payer notifies you that they have received a notification of a mismatch or a partial match from the VoP service:
  • Check your information in the official registers
  • Make sure your business partners know the exact name of your company.
  • Check and, if necessary, update your information on official documents (invoices, contracts, QR code etc.), your website, and e-mail signatures.
Is VoP a payable service?
No, the VoP service is performed free of charge.
Will the VoP service be performed for payees who are natural persons and legal entities?
Yes, the VoP service is performed for all payees, legal entities and natural persons alike.
Can I cancel the use of the VoP service?
No, it is not possible to cancel the use of the VoP service for an individual payment.

An exception is only allowed for legal entities who are submitting a batch order. In this case, you can decide not to perform the VoP service, i.e. you have the possibility of choosing whether the VoP service will be performed or not.
How will I see answers about matches on my digital bank platform?
If you are a natural person, please see: https://www.otpbanka.si/bnk-pomoc-placila.

If you are a legal entity, please see eBank@Net com | OTP banka.

Limit

Is the instant payment limit only available on the digital bank platform?
No, the instant payment limit applies to payments performed in the digital bank and at the bank counter.
What happens if I don't set an instant payment limit?
If you do not set an instant payment limit, you will be able to pay an unlimited amount to a legal entity. If you have a set limit for transactions through digital channels, instant payments will only be possible up to the limit that you have set.
Will the bank be able to preset instant payment limits?
The following daily limit will be preset for natural persons:
  • for existing digital bank users in the amount of the existing daily limit of the transactions on the client's account (existing daily limit)
  • for new clients in the amount of EUR 15,000, and
  • for clients who do not use a digital bank in the amount of EUR 15,000.
The limit can be changed at any time through the digital bank platform or at the branch. This also applies to the limit for an individual instant payment transaction, which will not be preset and can be set at any time through the digital bank or at the branch. As a rule, however, an individual transaction limit cannot be higher than the daily limit.

For legal entities, there will be no preset limits and you can set a limit yourself through your digital bank platform: you can either set
  • a daily limit and/or
  • a transaction limit.
Where can I see and manage the limit set and used?
Information about your limit set and used will be available through your digital bank platform. You can also check it at the branch. Both limits can be set through your digital bank platform or at the branch.

If you are a natural person, please see your digital bank limit settings at https://www.otpbanka.si/bnk-pomoc-placila

If you are a legal entity, please see your digital bank limit settings at eBank@Net com | OTP banka
